As long as the batter wasnt attempting a bunt, nor the batter a lefty or slapper I'd say the SS blew the play. I advise all my catchers to fire to the base, even if the defense isnt there. Only exception might be a pickoff, or a game winning runner at 2nd scenario.
I've seen some coaches send their SS to 3rd on bunt coverages with a runner on 1st, but if it was a fake they should have held until they indeed got the bunt down. Also I've watched so many players even at the upper levels who aren't year around teammates blow lefty/slapper assignments. But again this doesn't seem like either of these scenarios was the case.
