Define dugout - please!

Is the dugout defined by a physical structure or by a designated area in relation to the bases?
We were at a high school game in which the 1st base dugout was beyond first base with a big concrete garbage bunker where the dugout should be. One of the asst coaches sat on a bucket behind the fence where the dugout should have been so the catcher could see the pitch calls. Opposing team's coach, whose dugout was conveniently placed next to 3rd base yelled across the field for the coach to get in the dugout. As a result, a reminder will be issued reminding coaches to stay in the dugout.
So please define dugout. If it is just a physical structure, what prevents a team from placing the visitors dugout in right field, which is pretty darn close to where this one was.

Dugout-The area reserved for team personell engaged in the game.

There is no requirement or definition of where it must be on the field. Rules do require all team personell to be in the team areas during play.

I did find this on the NCAA website:
2.9 Dugouts
It is recommended that all intercollegiate softball facilities have dugouts
that are enclosed at each end and at the rear. Each dugout must be large
enough to accommodate all players and team personnel (approximately 25
people). It is recommended that each dugout be covered and contain a bat
rack, a helmet rack, a water cooler and an electrical outlet.
RULE 2 / FIELD OF PLAY 35
It is recommended that each dugout be located on the sideline boundary
at a point of equal distance from home plate and first base, and home plate
and third base, respectively.
