Courtsey Runner

Can a Courtsey Runner be made in the middle of a count. ie (the batter hit a long foul, the runner on first ran to 3rd on the foul. so it was 1 strike and 1 ball on the hitter. They proceeded to get a courtsey runner on first after that.)
