Can batter/runner over run 1b on base on balls

Ok reviewing clip again I see 3 Umps now

And ball does not seem to be in the circle when she breaks for 2nd.

The pitcher received the ball almost immediately after the play and never left the circle

I stand corrected, after enlarging the video you are correct, ball was in the circle and batter ran through first and stayed to right of the line and turned left keeping eye on the play, walking back then broke for second base while ball was in the circle and second not being covered.

So, this is legal for NCAA?

Yes, has been stated several times this is legal in only NCAA. Until the batter/runner actually returns and touches 1st base they can legally attempt to advance.
