It is illegal and pitchers have been doing this for a long time. I still question whether it is a competitive advantage when done in the way the video shows. When you take the giant leap and replant like the men do that is another thing entirely.

People only complain about bad calls,rules being broken, etc when they are being negatively effected by it. Not an umpire I just don't see how you can push again when the back foot lands almost simultaneously with the front foot. I slowed the video down to .25 and watched a few times.You must be an umpire
