Since the game ended in the 3rd with a score of 0 -15 unless is was a local rule one would assume that it was NFHS. Don't know of any other alphabet that has a 15 after 3 rule.

NFHS leaves it up to individual states to set their run rules, here it is 10 after 5 or 15 after 4 at the option of the losing coach. ASA and TCS are both 15 after 3 and I believe USSSA is 12 after 3.
