Question on coaches uniforms?

What defines the rule on coaches uniforms or attire in high school softball or NCAA, or what can you or not wear, being in the dugout or in the coaches box?

Why is it different than high school or NCAA baseball?

All eligible players shall be attired with uniforms (jersey, pants, shorts and socks)
of the same style, color and trim. Uniform accessories (namely, foul-weather
apparel, head gear, knee/shin pads, undershirts and undershorts) are optional
parts of the uniform and may be of mixed styles. Uniforms, all accessories and
protective equipment must be worn properly and as designed. Exception: A
uniform part that must be changed because of saturation of blood shall not cause
the player to be penalized.
3.10.1 Coaches’ uniform. Coaches must be neatly dressed in professional coaching
attire. Base coaches do not have to be identically dressed.

Regarding Coaches attire only, in Federation it is Rule 3, Section 5, Article 3. Page 36 in 2013 rulebook:

"Any time a coach is in live-ball area to confer with players or an umpire, or to occupy a coach's box, the coach shall be attired in school uniform or jersey/coaching shirt with coaching shorts/slacks or warm-up suits (including fleece warm-ups) in school colors or colors of khaki, black, white or gray. Cut-offs or any type of jeans are prohibited. Jackets are not considered part of the coach's uniform."

Cut-offs ,are considered any kind of shorts that are not school dress colors?
