I was at DD's scrimmage today and a pitcher threw a pitch that was a beautiful arch for a strike, like you would see in a beer league. The question came up among us parents, is this a legal pitch?...(I said it was).....Can a girl throw pitches like this all the time if she adheres to proper pitching mechanics?

Yes.
If I recall solwpitch rules the pitch must go over the batters head, softball and baseball have no arc requirement.
In baseball there are some funny videos of batters trying to hit a real high arcing ball.
(Here are some form MLB, I wouldn't classify all as the what you are describing but some are. Didn't find the one I was looking for.

Yes, this is known as a standard strike in 10U rec.
