After a foul ball, when does the ball become live?

Well anyway, it's a video of a runner on 2nd, the batter hits ball foul, the pitcher gets the ball back and is walking behind the circle when the runner on 2nd steals third. SO when does the ball become live?

If you are going to label your videos as "Softball Umpire Training" then you need to do some @#$%ed training in the video, not just post pictures of your summer vacation and ask questions.

I'm not finding any verbiage on when the umpire should put the ball in play, but I was taught not until the batter, catcher, and pitcher are in position and ready to play.

Admittedly, I have seen the softball side of umpires get lax in this since the runner cannot lead off or leave the base. On the baseball side it is drilled in to make every dead ball a live ball.

On a tangent ... playing on that has to be horrendous.
