I know there is one softball org that has a bunch of players spread out geographically. They'll then pick players for a tournament/showcase based on who is available and who can travel for that tournament.
Having a large number of players is apparently a common thing on baseball travel teams. A family friend's son has around 25 players on his team. There's a travel baselball team that comes to practice at the facility my daughter hits that has 20+ kids.
I don't understand it. I think 12-13 players on the team is ideal as it accounts for injuries or someone just having a bad tournament. Anything over 15 and you have parents paying not to play.
