Many Rec leagues use innings limits though they are usually more focused on increasing participation and forcing coaches to utilize multiple pitchers than on preventing overuse. In that context, innings can make sense.

When I played little league they always used innings. It's so much easier to calculate. There are times when you might have some easy innings versus struggles, but I don't think it's that bad of a measure. Especially in baseball where they allow them to throw 6-8 pitches between innings plus the warm up pitches. My son just finished little league and it's annoying to see how many pitching changes take place just to "save" the kid for the next game.

I have no problem with inning rules instead of pitch count especially for baseball. In your case the rules don't make any sense. However, I would read the rules that if the game ends your innings end. So your pitcher needs to sit out the first 3 innings of next game.

So if pitcher A started the game and went 4 innings, pitcher B came in for 3 innings to finish the game. If you only have the 2 pitchers, who starts the next game? Pitcher A hasn't sat out 4 innings yet and pitcher B has to sit the next 3 innings.

Seems you'd be better off with a 2 game limit of 7 innings. Pitcher A went 4 in this game she can do 3 next game...

Luckily this team in question has more than 2 pitchers, but the coach was curious if Pitcher B can start the next game because their 6 consecutive innings has not been interrupted (only by the end of a game), or would they have to sit their 3 innings. That's the question I'm trying to answer. Our local rules say nothing about it because we've never been asked about it before.
