I like the catcher calling pitches at just about every level....If the catcher has confidence in her ability to catch the pitch. You don’t want a catcher shying away from the pitchers best pitch because they don’t have confidence in catching it. Common with hard breaking drop balls.

Buy a variety of balls and make her use them at practice- high seam, low seams, leather, synthetic, different brands etc…. It made a huge difference with my DD.
She was becoming a ball snob, but now she'll pitch a rock if that's what they give her.
You really should send the signals through the catcher or at the very least develope a system they both get the signal at the same time.
Not sure what level your daughter is pitching. If she is throwing with any kind of speed or has any break at all it has to be very difficult for the catcher...
