I don't get it. Bill has said himself that the words "whip" and "snap" are completely interchangeable and mean the same thing. Which ever phrase the pitcher understands and utilizes is what is used in the lesson. I just don't understand why this is so confusing.

You're right, it doesn't have to be confusing. All we have to do is communicate and describe what we mean. So when Bill uses the words "whip" and "snap" interchangeably, what specific action is he attempting to get the pitcher to perform.

Almost looks more like an example of 'wide-narrow-wide'.

Does anyone have example pitching clips where they could highlight the elbow flexing and extending like we see here?
