Only if you transfer with in your conference.

Mandatory if transferring within the same conference, but if transferring to a different conference, former school must "release" student-athlete before she can play for new school without sitting a year.

Most transfers are allowed to play without sitting by the One-Time Transfer Exception, which requires the previous school certify it does not object to the exception being granted. Transferring within a conference is also subject to that conference's rules, which typically dictate sitting a year (no/few exception).

Schools also have to grant permission before another school can talk to the player (i.e. recruit).
