What rules if any govern excessive hit by pitches?

Always up to the coach to pull them. I've had to pull my DD from a game before. Was drizzling and she throws pretty hard. Couldn't grip the ball and was sailing them. Pulled her after two hit batters so no one would get hurt.

Shame on the PU for not stopping the game. If the pitcher can’t control the ball because of the rain, it’s time to call it.
