Runners 2nd and 3rd with flyball

This is the scenario:

Runners 2nd and 3rd, batter hits fly ball to centerfield and is caught for the out. Runner 3 tags and advances home, centerfield over throws home and run scores. 3rd base coach remembers he has a runner at 2nd and calls her to 3rd. What the base coach missed was that runner 2 did not tag up on the original fly ball and came half way to 3rd, stopped and waited for instruction from 3rd base coach. Runner reaches 3rd, and the base umpire calls runner out for not tagging at 2nd.

My question is:

Is this an automatic call by the base umpire, or is this an appeal call from the defensive team?

So ball was hit deep enough that runner on third could tag and attempt home? Center fielder OVER THROWS this ball that was hit deep enough for runner on 3rd to tag and attempt. Runner on 2nd comes off 20-30 feet and just stands in place while cf catches deep fly ball and overthrows home plate.
I think either the Ringling bros need to be notified of this circus, or someone needs to check the birth certificate of the centerfielder in this 8u game. Just kidding of course.

Tagging the runner or 2B is a live-ball appeal. Dead-ball appeals can be made verbally, with or without the ball.
