... NCAA does have some weird rule about the batter being hit if out in front of the batters box, ie slappers, but I dont remember what it is at the moment. I seem to remember it is a dead ball no pitch but I would have to look it up.
11.15.3.4 The batter is hit by a pitch that has not yet reached home plate, assuming she did not swing or attempt to bunt.
EFFECT—“No Pitch.” See Rule 10.10.

10.10 No Pitch
“No pitch” shall be declared when:

10.10.5 The batter is hit by a pitch that has not yet reached home plate, assuming she did not swing or attempt to bunt.
EFFECT—(10.10.1 to 10.10.5)—The ball is dead, and all subsequent action on that pitch is canceled.

That a batter had to make some attempt to avoid the pitch to be awarded first base was the rule for ALL baseball and softball up until a few years ago. Heck, that was the rule for over 100 years!

The first one to change the rule to essentially make the award automatic, with no requirement to avoid, if the pitch is inside the batters box was NCAA baseball. NCAA softball folowed suit and adopted the rule a couple of years later. Then it trickled down to high school, USSSA and other amateur rule sets.

But, no, it has not been adopted by ASA. They still require some attempt to avoid the pitch.

How is it the offense is rewarded because the ball is someplace it shouldn't (in the box), but the defense doesn't get a reward when the batter is hit outside the box (in front of the plate)?

You can't lean into it but you don't have to move if you are in the box.

The batter does not have to avoid if the ball is entirely in the batters box. From their own clarification, if the ball is not entirely inside the batters box the batter must still attempt to avoid.

Page 56: Rule 7-3-2 should read as follows: A batter shall not permit a pitched ball, that is only partially in the batter's box, to touch her. An attempt to avoid being hit by the pitch is required. PENALTY: (Art. 2) The batter remains at bat (pitch is a ball or strike), unless the pitch was strike three or ball four. (8-1-2f)

But like it or not, if it the ball is on the river, I believe the umpire will most like rule the ball within the BB.
