Catcher's 2nd appeal on a strike call

Ok, runners on 1st and 2nd, 2 outs, and the opposing batter is a slap hitter with a 2n2 count. Slapper goes through her motion to slap and doesnt pull back, umps calls ball. catcher calls for an appeal, in the mean time runners are advancing to 2nd and 3rd. Umpire during this time steps out from behind the plate and points to the fielding ump between 2nd/3rd who is not watching the plate umpire but instead is watching the runner from 2nd to 3rd.

Is this considered a dead ball or live even though the catcher made the appeal?

Its a live ball, catcher should play on advancing runners prior to requesting appeal on swing or not on batter. And, if catcher does ask for an appeal prior to playing on advancing runners, plate umpire should wait until after play is over to go to partner as their priority at that point is the runners.

Technically this is not an appeal play in NFHS and ASA at least. Below are the types of appeals from NFHS. It is actually a request for information from their partner, instead of an appeal. So as mentioned the ball would remain live during this time.

Rule 2-1-2
ART. 2 . . . Types of appeals:

a. Missing a base, either advancing or returning (live or dead-ball appeal).

b. Leaving a base on a caught fly ball before the ball is first touched (live or dead-ball appeal).

c. Batting out of order (dead-ball appeal only).

d. Attempting to advance to second base after making the turn at first base overrunning first base (live-ball appeal only).


Rule: 10-1-4
ART. 4 . . . Any umpire's decision which involves judgment, such as whether a hit is fair or foul, whether a pitch is a strike or ball, or whether a runner is safe or out, is final. If there is a reasonable doubt about some decision being in conflict with the rules, the coach or captain may ask that the correct ruling be made. The umpire making the decision may ask another umpire for information before making a final decision. The use of videotape by game officials for the purpose of making calls or rendering decisions is prohibited. No umpire shall criticize or interfere with another umpire's decision unless asked by the one making it.

NOTE: The plate umpire sometimes asks for aid from the base umpire when there is a question as to whether a batter's half-swing is to be called a strike. See 2-11.
