Can you tag a players hair?

If you can tag someone's hair for an out, do you also get first base if your hair is hit by a pitch? Assuming, of course, that the hair made an attempt to get out of the way?

If you are playing NCAA, the hair has no responsibility to attempt to get out of the way...
