Foreign Substance rule (ASA 6.6)

A friend's DD got warned for not wiping her fingers off after touching her resin bag last weekend. Obviously wrong, but what does 'Under the supervision and control of the umpire.....' mean in the rule?

"A defensive player shall not at any time during the game be allowed to use any
foreign substance upon the ball, pitching hand, or fingers. Under the supervision
and control of the umpire, powder resin and/or an approved manufactured drying
agent that is included on the list published by the ASA may be used by the pitcher.
The resin must be left on the ground and the approved drying agent in the pitcher's
pocket. A pitcher who licks their fingers must wipe the fingers off before bringing
them in contact with the ball."

Basically....don't try to hide the fact that you (pitcher) are using the resin and/or the drying agent.....

Last weekend I saw I pitcher rub the chalk in the pitching circle and barely wiped her hand on her pants. Her whole hand was caked with chalk dust. It looked like she was a gymnast getting ready to do her parallel bars routine!

Like the dirt, though, it's just part of the playing surface. Don't apply it directly to the ball and we won't have a problem.
