I think the obvious point is no it isn't the same for everyone now. Of the big four sanctions we have one using Jan 1 absolutely (USSSA), one that mostly uses Jan 1 (PGF), and the other two are using Sept 1.
Yeah that does seem logical.
I think the argument against is could be playing older kids if held back. But the fact is those are kids they will be competing against entire school ball career (unless they age out) and for spots on college teams.

Some golf swing methods are different but I would say in most of them the elbow drives towards/into the ribs at the same time the hips are separating from the shoulders which creates lag very similar to whip in pitching.
