I was thinking same thing. Why is this not a stolen base with no error? Same as SparkyGuy's pop-up analogy. Dropped tag or bad throw would be an error, but this is no play and isn't clear if runner advanced to 3b, which would then require an error assigned.
I also agree with others' comments that the players should have been discussing how to get the out next time instead of blaming each other in the dug-out.
From a scorekeeping standpoint, every out recorded and every base advanced need to accounted for. In the OP's case, if the runner didn't advance one or more base on the throw, it is simply a SB; an E2 would be recorded if the runner did advance. As long as there is no further advancement, there was is never an E2 for an errant throw by a catcher on a SB attempt; however, an error is awarded to an infielder if they drop a throw that otherwise would have resulted in a caught stealing.
