Whats the call?

NFHS rule set
R1 on third.
Pitch goes by catcher and bounces along fence on third base side.
batter backs out of box and stands w/back to ball.
F2 fields ball and tosses home... right into the back of batter.
batter was in direct line from where catcher recovered ball & plate.
runner crosses plate.
Out? Run? Both?

Not according to the PU. He said the batter had nowhere to go.
in another game... same ump on bases called two IP because pitcher "didn't take signal from the plate".
