can a player be positioned in foul territory? say pull hitter, LF plays in foul? or better yet, say tying run on third, close game, infield in. Can you take an infielder and position them behind the catcher to protect against the wild pitch?

No.

All fielders must start in fair, except for the C that must be in C box.

(By the way I do not think there is a penalty for being out of position, the umpire should stop the play before the P delivers the ball. )

Consider what might happen if a fielder could begin in foul territory. Depending on the circumstances and level of play, you might stick your right fielder behind the catcher to defend against the passed ball/wild pitch.

First there is a penalty...... it's an IP.
Second, the penalty is not for a defensive player being out of position, the penalty is for a defensive player (other than the catcher) not being positioned in fair territory prior to the pitcher delivering the pitch.

ASA Rule 6 Sec.5 DEFENSIVE POSITIONING
A.The pitcher shall not deliver a pitch a pitch unless all defensive players are positioned in fair territory, except the catcher who must be in the catcher's box.
EFFECT Illegal pitch.

That would be very dangerous being back there without any protective gear.
