Question, does the entire foot have to be over the line, any part of the foot over the line
or the foot just touching the line?

The pitcher needs to start with both feet completely inside the 24" pitching rubber width. They must land with any part of the foot within the pitching lane.

Oh yeah, guess what else. YOU CANNOT CHALLENGE THE BLUES DECISION EITHER BECAUSE IT IS A JUDGEMENT CALL, just like a called ball or strike. Yup, this will get interesting.

How so??? they have been using in college for last few years with no problem for the legal pitchers. They put the rule in effect to combat the RH pitchers who were jumping out to their left trying to throw a screwball.

A few years ago, I was watching a D2 college game from the stands. I noticed that the visiting pitcher would stand to the right of the pitching rubber when she would throw her "curveball." It was very obvious. Moving around on the pitching rubber to throw pitches is a big tipoff. Hitters who know what pitches are coming tend to hit them a long way.
