My head spins thinking about it, and I'm not sure what's right -- but I think what you're describing might be opposite of what is claimed in the YouTube video? I just watched it again, and I think it claims that the ball will move toward the rough side. But who knows...
I thought the same thing until I thought about the NASCAR deal. Each time a lace hits the air it produces a reflective bump in the air. This bump pushes the ball. The opposite side of the ball has the reverse affect so it pulls the ball. The ball moves toward the less rough side.
More of a fluid problem since the ball is spinning perpendicular to its direction of movement causing many imbalances. Bullet spin does nothing since the axis is parallel to the flight.
