Illegal or not?

Pitcher we faced this weekend.....begins with ball at side. She swings ball back then forward then back again before her arm circle begins. Was very confused watching her. Playing 14u.

I saw a 10U pitcher doing that this past weekend, too. It looked unusual, but I wasn't sure if it was illegal or not. Thanks for asking the question. Next time, we will know!
