To me the single most important thing for a rec league is to find a structure that allows for good competitive games. If you routinely have teams win all their games or others lose all their games you are doing something wrong. While I don't think winning is the most important thing, I do think that playing on a team that you know will get beat every game is very disheartening. In our rec league it used to always be a couple of good older teams versus very young teams with a couple of "extra(players who just started or moved into the area)" teams. The young teams often would stay together and improve, but the "extra" players would often have an awful year and lose half the players. This caused the league to start needing to pull up players too early and the better players started leaving to play travel.
