Typically they post the position to the public, only after an application period that's for teachers only. That means no teacher wanted it, so they went to the public posting. So Yo, it most likely was another non-teacher candidate that won out, an assistant elsewhere or something like that. You mention it, but they don't typically run concurrently as you presume--once public they don't go back to a teacher, at least in what I have seen.

The AD told me he filled it with an internal candidate. I don't know the rules here in OH, but unions don't have quite the power here that they do in other places like IL or CA or NY, so it's possible that they are required to post both internally and externally at the same time. I really don't know.
