Charting pitches

Is it legal for someone be it a player, coach or parent, to chart pitches from behind the backstop and then bring results to the dugout each inning? Or does all this need to be done from the dugout. How many are doing this? Both for offensive and defensive sides

Anybody can chart pitches. For the vast majority of people they chart their own pitchers though, not the other teams! I have seen other teams chart pitchers pitches when they are playing another team under the umbrella of pre-game scouting. I have never seen it done in game.
