As i understand it, arm whip is the forearm rotating independently of the upper arm/humerous without coming into contact with the body and brush interference is when the arm comes in contact with the body/leg on its way through the release.
Looks like Scarboroigh is a same (or very similar)
to what I was referring to with Ueno, Cat and Sarah. When I hear the term brush interference. I picture this, almost the arm rolling over the hip. With a generous amount of contact. I do not picture a light brush of the hip as the arm goes by.
I think I've seen that little elbow pop on some of those same pitchers. I'll see if I can find the clips later.
