BS. If the BU had moved inside the diamond - which (unless something has changed) is still the correct mechanic for a BU for a ball hit to the outfield - he would have seen that (a) F9 had the ball before Carosone made it to 1B and (b) that the contact with F3 was blatant and unwarranted.
No big surprise, though, that the umpire was out of position and gave Carosone the base. Just goes with the rest of the NCAA umpiring issues.
NCAA stays outside. Don't agree with the mechanic, but it is what they do.
