Charged conference?

Looking for a little clarification on this one. I may be way off but I got this from another umpire earlier this year. My pitcher is struggling and I call time, walk out of the dugout and stop before the first baseline and signal to umpire a pitching change. He nods his head so I walk out and talk to my pitcher and explain why we were changing. Ended up getting a charged conference. I was told by an ump earlier this year so long as i signaled a pitching change before walking on to the field it is not a charged conference. Please clarify?

You do not even have to notify the umpire you are making a change. If you change pitchers it is not a charged conference. And crossing the baseline has nothing to do with it being a charged conference. A conference is a request for suspension of play or a delay in the game for a team representative to convey a message to a team member unless the pitcher is removed from the pitching position. An example, the catcher runs over to the dugout and talks to the coach. This would be a charged conference as the game was delayed for a team member to talk to a team representative.

If you want a free conference grab a water bottle to bring out to her. I do respect the rules and have never come close to allowed conferences.

At least locally we will allow a player to bring out a water bottle to the players but not coaches. If a coach does come out to "supposedly" give the players water one of the umpires should stand close enough to monitor the situation and if it turns into a discussion of game tactics it should be charged as a conference. We do the same for injury checks. A coach coming out to check on an injured player is not a conference, but, if the coach begins to discuss the game with the player other than the injury it becomes a conference.
