Little League pitcher substitution/re-entry

Little League minors game last night. My daughter started at SS then pitched innings 2-3. She then played SS for the 4th and the coach tried to put her back in at pitcher for the last inning.

The umpire wouldn't let her re-enter at pitcher. Then a "discussion" on the infield takes place.

Our coach insists she could have re-entered at pitcher. The umpire and opposing coaches insist she couldn't.

This turns into fans from each team adding their 2 cents. Really kind of sad at this level of softball.

What is the correct ruling here?

Some leagues will limit the pitchers in the lower levels to only 2 innings. Do you have that in your league rules? Should have been able to re enter if not.

I do believe that this is a LL thing and no, she cannot reenter as the pitcher. Anywhere else in the world, yes. But as we know LL is "special".

I am pretty sure that the starting P is the only pitch allowed to reenter as a P.

Incorrect, but one of the college commentators keeps saying it. I don't have a college rule book, but I don't believe it is different (maybe it is - Comp or MTR probably know)

While the wording is different, almost all other rule codes are pretty close (ASA, USSSA, NSA, LL, etc)

- ALL players are allowed ONE RE-ENTRY. That INCLUDES substitutes.
- You may remove and return a pitcher ONCE per INNING assuming you don't break the sub rules. So I can take her out of pitching, put her in RF and 2 batters later bring her back to pitch again in the same inning - but only once. or if she hasn't left as a sub, I could sub her out, and then re-enter her. Rules don't specify 'starting pitcher' so it can be any player. There are no wording that covers the starter over relief pitchers - so you can do this for anyone on your roster.

Since you said I was wrong, which I might be, I need to look it up now. More to follow ...

4.d A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once in the same inning as he/she was removed.

This is form the their tourney rules since their regular rules are not on line, but it looks to be inline with other codes. There is no differences specified that distinguishes between starters and relief pitchers.
