Time out question

We get a base hit with a runner on second which brings up a 1st and 3rd situation. The defensive coach calls time out and brings the entire infield to the circle. Our runner on 1st runs over to our 3rd base coach during the time out and the plate ump goes ballistic screaming she is not allowed to conference with the offensive coach in a defensive time out.
I see it happening all the time is this actually a rule that most umpires don’t enforce.

From the USA supplement: "It is not an offensive conference when a team representative confers with a batter and / or runner(s) during a defensive charged conference as long as they are ready to play when the defense is ready..."

Nope. It's another case of an umpire not understanding the rules.

Basically the same in all the codes, afaik. Sounds like an umpire who is conflating the NCAA baseball rules.

That is strictly an ncaa rule, does not apply in any other ruleset.
