No, all rule sets do not have rules regarding noise makers. Not sure what rule set the OP was being played under, do not recognize the rule numbers. ASA does have rules against them, dont know of any others off the top of my head.
In the championship game, one of the teams had an electronic bullhorn and they were calling out their batters names before their at bats. UIC/TD came over and made them stop using it.
If a team has drum sticks in the dugout and use buckets, water jugs and the dugout fence for percussion instruments, how would you handle it if a parent came to you and made a "complaint"?
I would expect a complaint to come from the opposing head coach, not from a parent...if the opposing head coach complains, it needs to stop. If it was a parent complaining I would politely suggest they adjust their seating position to one of the outfield foul poles.
