Can an ump with out making a call as to ball or strike ask a field ump on their own for help on the check swing, or do they need to make a call and have that appealed by a team? ASA rule set

No call for the pitch ball or strike. Went right away to ask for help with the check swing without prompting. If you assume it's a ball then the ump is kind of appealing their own decision ?

He isnt appealing his own decision, the plate umpire judged the actual pitch to be a ball, but was not sure if the batter swang or not. There is nothing wrong with the plate umpire going to his partner on a check swing without being asked.

In fact, some clinicians recommend doing this, for example on a potential dropped third strike, so that the ruling is not delayed and everyone knows if the batter can run or not.

As a PU, the focus is on the ball and the location of the pitch. Often, the pitch is very close to being a strike and the PU is concentrating on the pitch location and does not have a good look at the batter's swing or checked swing.
If the pitch is judged to be a ball due to the location of the pitch, then it is acceptable for the the PU to go to the BU for help on the checked swing call.

If the pitch is judged to be a strike due to the location, it doesn't matter if the batter swung or checked her swing.
