    Who has what responsibility?

    I believe the home plate ump has the call for out on the catch (watching the outfielder). And the base ump is responsible for the runner (leaving early, tagging up, or getting back). Does that help? Sent from my SAMSUNG-SM-G900A using Tapatalk

    When the ball leaves the pitching circle it is live and runners are able to advance at their own risk. I'm not certain on the timing but I believe once the batter takes a ready position in the batters box the pitcher has 20 seconds to deliver a pitch. Sent from my SAMSUNG-SM-G900A using Tapatalk
