    I agree here. You can support it with rules too (although stretching a little). First, USA says in pool play if a player leaves the game for an injury, you compress the lineup and no penalty. This may not be pool play, but we are batting more than 9 so let's assume the rules and exceptions...

    Why punish the defense for an infraction by the offense or more specifically why reward the offense for committing an infraction? There are penalties described for a pitcher not delivering a pitch in time and there are penalties for the batter not being ready in time.

    Barring some rule about random field maintenance, as to the OP, as long as the defense is ready to go at 90 seconds, they can use that time to hold a Cinco de Mayo parade for all I care. If they aren't ready to go, apply the rule-based penalty as appropriate (same for the offense as well)...

    Obstruction and Earned Runs

    Keeping in mind that the base awards on obstruction aren't designed to be punitive, but to nullify the act of the obstruction. They are placed at the base they would have reached minus the obstruction. If the award is home, barring some other error, I'd call it earned.

    Depending on the level, it's "easier" to keep it moving. I've talked a lot about my experiences in community/rec 10u/12u. Sometimes it's enough that there are 9 or 10 players on the field and they are all facing the same direction. Usually, a firm, "Ok, let's roll" is enough to get them...
