During the Chinese Taipei vs Philippines yesterday, the first Taipei pitcher was called for an IP. She eventually was pulled.

Yes it is true

Apparently leaping is not prohibited in ISF play. The IPs called on the Taipei pitcher had something to do with footwork before motion, and/or not presenting to batter for full 2 seconds (another difference between NCAA and ISF).

You still aren't allowed to replant - however you can 'leap' in ISF.

It becomes what they argue about in international play instead of leaping.
