Also try the rolling front toss drill. I just used it this week with an 18A hitter who was having this problem and it helped her:

What's the idea of this drill Indiana? To get the hitter to lower their center of gravity as a means of waiting on a pitch?

In my experience a lot of this issue originates in the stride. Meaning, these girls are going right into heel plant with a full weight shift BEFORE they've recognized the big three... speed, spin, and location.
It needs to be their goal to pick up the big three by the time the pitch is half way to the plate. All the pre motion loading and stretching into TOE TOUCH is happening WHILE YOUR RECOGNIZING THE BIG THREE.
Once you've established the big three and have committed to the pitch, its at that point she plants her heel, triggering the hands to start turning the barrel.
