Drive foot placement

Is this foot placement considered legal? The PONY rule book states the following:

Rule 7 section 2b - ...pushing off with the pivot foot from a place other than the pitching plate is considered illegal.

Rules are all messed up because they are not in forced.

Pony you might be able to step back off the plate.

ASA if both thier feet start on the pitching plate I think you are good.
