Rec rules they are, no matter where you live. The quoted rules are probably from 2005. As Bretman has posted, ASA eliminated all special 10U-B running rules as of 2008.
Yup.... I got a pdf of the 2005 ASA rules and that screen capture is from that pdf. As others have noted, the special 10u rules were dropped in 2007 or 2008.

Our local rec rules still have the special 10u rules.

I live in the KC Metro area and in 10"C" these rules are in effect. You can't steal home, you can't steal 2nd on a walk, there was also no dropped 3rd strike in 10C. My daughter moved to 10"B" and those rules here in the Metro are exactly the same as what she is playing now in 12U ball.

The 10C rules were the same no matter if we played on the Kansas side of the metro or the Missouri side of the Metro - although a lot of the 10C tourneys here are VIP tourneys which also limit the teams who can enter (no sandbaggers) so lower level (rec if you will) teams can play each other.
