Long Toss is the best IMO. There are certainly things you can do to strengthen the arm, however some girls are just born with a gift. I agree with ian above, be careful not to overwork.
I agree with djcarter, but in most HS settings, she can be successful by spotting a fastball, and changeup, but with average speed, she better be really good at the spotting.

I think a lot of people get caught up in making hitters look silly with their changeup. 10mph difference is going to result, at worst, in most hitters being out front, and hitting the ball weaker than normal.
