Nfhs rules. Runner at 2b off base standing still. Ball returned to pitcher in pitcher's circle. Allow runner 2-3 seconds to return to base before caling her out or call her out for not returning immediately?

Once the LBR is on, a runner that is off base must immediately attempt to advance or return to a base. “Immediately” is a judgement thing. Depends on the level and the umpire what will happen there.

Not moving for 2-3 seconds would be an out in my judgment. If I saw the pitcher catch the ball in the circle, then my eyes go to the runner, and a "one-thousand-one" count goes off in my head with no motion by the runner, to me that's a violation.
