WP or not

This happened in a minor league game where I worked but still interesting. R1 AND R2 no out. P air mails C on a pitch. Runners take off the ball bounces right to the C who fires to 3rd and gets R2 out. How is this scored? Is it a WP to allow runner R1 to second. I don't believe it's a caught stealing. I would have ruled no WP, R2 out trying to advance and R1 advanced on throw.

Why not CS? Do any of the rulesets differentiate b/w stealing on the pitch vs any other time (delayed steal?).

I'm not sure in softball but in baseball rules it's not a CS if it would have been a WP or PB had you been safe
