USSSA Step back question

I know this is an older thread, but I do have a question on the step back rule that a parent brought up to me.

There is a pitching drill called the "Step Back Drill" for pitchers. It starts with the pitchers non-pivot foot forward of the pitcher's plate. The pitcher then "steps back" behind the plate and then drives forward, considered a power drill for pitcher's drive.

The question asked to me was is that a legal movement in game? The new pitching rule allows a step-back and they are interpreting it as being allowed to step back behind the pitchers plate after starting the pitch.

I was sent this wording on the rule, but not sure where it originated from

"USA Softball and NFHS: The back, or non pivot foot, must begin within the 24 inches of the pitcher’s plate and land within or partially within the 24 inch width of the pitcher’s plate."

Surely the non-pivot foot cannot start in front of the pitcher's plate pre pitch?
