Just had a game. Team has 2 subs on bench. They sub out 99 for 2. Catcher gets hit they want courtesy runner. Can 99 who just came out of game run, or does the other sub who hasn't played have to run?

Most rule sets I’m familiar with won’t allow a player who played in the game earlier to be a courtesy runner. It has to be a bench player who hasn’t played yet.

Under most standard rule sets, courtesy runners can only be players who have not been in the game in any capacity (other than previously as a courtesy runner).

That said ...

This past year, USA Softball changed their courtesy runner rules for JO tournament pool play (when teams may bat the roster). Any player can be used as a courtesy runner.

Also ... many tournaments implement their own rules for courtesy runners. Most often they word their own rule poorly and issues arise. ;)

I’ll get my soapbox warmed up if anybody wants to hear my courtesy runner rant again. 😋

So if both subs get in game, then do the two players on bench are courtesy runners or is it LCAB?

I guess that depends ... generally once a player has been in the game, she is no longer eligible as a sub. However, since you said it was USSSA ...
