slingshot pitch illegal?

My youngest daughter is playing in a rec tournament this weekend and one of the pitchers has a really good slingshot pitch. One of the umpires said it was fine (the one behind the plate) but the other claimed it was an illegal pitch. We were playing under ASA rules. Does anyone know which one is right?

There is no rule requiring a pitcher to make a full windmill motion. As long as the delivery is underhand, below the hip , the wrist not further away from the body than the elbow and all the other preliminary pitch requirements met it is a legal pitch.
