I assume your program is a feeder to a high school. So, the more girls you develop now, the more who will be available to play for the high school.
I would keep as many as you can. Then, explain to the lower skilled players they will need to earn playing time, and until then they will only play in games where the outcome is already decided... Either blowing out or getting blown out.
Also, you want to keep a minimum from each grade. So, if you are a 6th, 7th and 8th grade school, at least 6 from each grade would make sense. If you only keep the best 12 who are mostly 8th graders, and a few 7th graders. You may be shooting your program in foot for next couple of years.
